A direct message or DM is a private message between Twitter users.
A direct message can only be sent to someone if they are following you on Twitter. Since following on Twitter does not have to be mutual, you cannot DM someone if you are following them but they are not following you in return.
It is considered poor Twitter etiquette to publicly ask someone to follow you so you can send them a DM. If you need to contact someone privately and they are not following you, email them via their website's contact information.
